A window does not have to open for every accessible surface to be cleaned.
It does, however, need to operate normally if the clean requires access between sashes, behind an opening panel or around a removable component. Forcing a jammed window is not part of window cleaning and can turn an ageing catch, a painted frame, or a swollen section of timber into a repair problem.

Cleaning Does Not Repair Painted Joinery
Dirt can collect along the meeting points of frames, sashes and sills. Paint can also bridge those joints, making the window appear sealed by grime.
Cleaning a suitable surface residue will not release layers of hardened paint. Cutting through paint, replacing putty, easing swollen timber, and repairing hardware fall under window or joinery maintenance rather than glass cleaning.
The distinction protects the existing window. Excess pressure on an older handle, hinge, or stay may damage a component that is already weakened. A section of peeling paint can also lift further when handled, even though the glass beside it is cleanable.
Where repair is planned, a carpenter, glazier, or other appropriate tradesperson can restore the window's operation before surfaces that depend on opening are added to a later clean.
Decide Whether the Repair or Clean Comes First
The correct order depends on what work is planned.
Where a window only needs routine cleaning and already opens normally, there may be no reason to involve another trade. Where it is painted shut, has loose putty or carries damaged hardware, the repair should usually be considered before a complete opening-window clean is expected.
Repainting creates a different sequence. Cleaning completed before sanding, scraping or painting may need to be repeated because preparation dust and fresh marks can reach the glass. The final window clean is generally more effective after the dusty work is complete and the new coating has sufficiently cured for normal handling.
The painter or product manufacturer should confirm curing requirements. A surface that feels dry is not necessarily ready for screens, sashes, or cleaning tools to contact it.

Separate Paint Marks From Failing Paint
A fleck of paint on the glass is different from paint peeling away from the frame.
Some surface marks may be suitable for removal after the glass type and condition have been assessed. Old, hardened material should not be scraped automatically, particularly where tint, film, textured glass, or another treatment may be present.

We had the windows in three bedrooms and two bathrooms in our 3rd floor apartment, floor-to-ceiling 3 & 5 glass panel bifold doors, and glass balcony ballustrades cleaned this morning, on time and expertly done. So expert in fact, that I thought he'd left one of the windows out - it was that clean I had to rap my knuckles on it to make sure it was there. They also cleaned the 17-glass louvre cassette in the main bedroom, the adjustable louvred kitchen window awning, and, outside of the quoted scope, they cleaned four full length bedroom sliding mirror doors.
